With support from USAID, Nathan Associates is partnering with the Government of Liberia (GOL) to provide technical assistance, capacity building, and mentoring support on economic policy to various government ministries and entities, civil-society organizations, and academic institutions. As a key technical contributor, the Economic Policy Expert will support the GOL in identifying and formulating economic policy, and will take on both technical and managerial tasks contributing to project planning, implementation, and reporting. The Economic Policy Expert will also play the lead role in identifying and organizing Policy Unit Teams (PUTs) in Ministries, Agencies, and Commissions (MACs) of the GOL, supporting policy formulation and reform and delivering training on economic policy. The Expert will serve as the senior economic advisor for the project.

The Economic Policy Expert will report directly to the Nathan Associates Chief of Party (COP) in Liberia and will work in close collaboration with the project’s Legal and Regulatory Reform Expert and Project Director.

Job Description:

  • Work with the Government and the project team to identify possible economic policy reform areas
  • Work closely with the Legal and Regulatory Expert, supporting the GOL in moving policy through all phases of development
  • Coordinate with the GOL to establish PUTs in MACs of the Government, and help identify counterparts for policy development and capacity development assistance
  • Design and manage needs assessments and capacity assessments of PUTs (and other counterparts) to inform the delivery of further assistance
  • Provide or facilitate the delivery of training to PUTs, especially training on economic policy and macroeconomic management
  • Support the analysis, planning and delivery of special economic policy initiatives such as the Special Economic Zone initiative
  • Serve as the senior economic advisor to the project, providing economics inputs to project work and helping to ensure technical quality
  • Support the design and implementation of in-kind grants which enable MACs to formulate and implement policy
  • Facilitate dialogue within the government and with civil society; engage with universities supported under the project and support project dialogue activities, through, but not limited to: helping develop themes and discussion areas, supporting quality assurance and development of any content for dialogue activities, and supporting the events themselves
  • Liaison with the project operations team to ensure events and activities are properly managed and executed.
  • Build and maintain relationships with key stakeholders in MACs with a financial and economic mandate, including but not limited to, the Ministry of Finance and Development Planning, the Ministry of Agriculture, the Central Bank of Liberia, and the Ministry of Commerce and Industry


Qualifications:

  • Master’s degree or above in Economics or related discipline
  • Minimum 7 years of work experience
  • Strong experience in economic policy analysis, policy development, and econometrics
  • Experience providing training or capacity building in economic or related analytical issues
  • Previous work experience with GOL and international donors
  • Strong communication, presentation, and report-writing skills
  • Experience in organizational development
  • Fluency in written and spoken English
  • Previous work experience with a Ministry of Finance, Central Bank, or similar entity
  • Experience with working methods of the IMF, especially IMF Financial Programming frameworks
  • Familiarity with EViews
