Scope of Work TB STARR Promotion and Marketing Coordinator 

Location: Based in Lagos with possible travel to one or several of the following states: Kano, Katsina, Adamawa, Kwara, Jigawa, Bauchi, Bayelsa, FCT, Taraba, Gombe, Zamfara, Kebbi, Yobe, and Borno


Proposed dates: October 2020 – March 2021

  1. Background 

Abt Associates Inc.’s Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project, under its Cooperative Agreement with the U.S. Agency for International Development (USAID), is soliciting proposals from Nigerian individuals to undertake the tasks and produce the deliverables outlined below with regard to promoting and marketing the TB STARR mobile Android application. The anticipated period of performance is October 2020 – March 2021.

SHOPS Plus Nigeria is tasked with increasing tuberculosis (TB) case detection, diagnosis, and enrollment in treatment through the private sector. To this end, SHOPS Plus Nigeria has created integrated private sector networks in Lagos and Kano that include Proprietary Patent Medicine Vendors (PPMVs), community pharmacists, standalone laboratories, and private health facilities (with and without adjoining laboratories). All members of the network are encouraged to conduct routine TB screening, take sputum samples from presumptive TB patients, and refer presumptive TB patients to a health facility in the network. 

In 2019, SHOPS Plus Nigeria, with support from an international subcontractor, developed and launched a mobile application and web-based data portal to support private sector TB screening, presumptive case referral, client and sample tracking, alerts for case tracking, and data for decision-making. The Android app, called “TB STARR” (“TB Screening and Tracking for Accelerated Referral and Reporting”) was designed to improve the ability of private clinical providers to effectively screen, refer, and link presumptive/positive patients to care, while simultaneously improving data collection and use for decision-making. The app was designed for four (4) distinct user types including 1) Independent Providers, 2) Network clinics/hospitals, 3) Network labs, and 4) Network PPMV/CPs. Independent providers are clinicians that are not associated with the SHOPS Plus clinical care networks. The app is currently available in the Google Play Store. 

The network provider user types have the following core features:

  • Decision-support TB screening tool and presumptive case data collection
  • Presumptive case referral tracking, form digitization, and alert mechanisms
  • Sputum sample tracking, form digitization, and alert mechanisms
  • Dashboard summarizing user engagement
  • SMS patient notification
  • Push updates for new releases
  • English and Hausa language

The independent provider user type has the following core features:

  • Decision-support TB screening tool and presumptive case data collection
  • Digitization of patient registry for documenting symptoms, diagnoses, referral, and treatment
  • Dashboard summarizing user engagement
  • Push updates for new releases
  • English and Hausa language
  • Offline capacity

In 2020, SHOPS Plus expanded its work with private providers to 14 additional states including Katsina, Adamawa, Kwara, Jigawa, Bauchi, Bayelsa, FCT, Taraba, Gombe, Zamfara, Kebbi, Yobe, and Borno. Private providers in these states are being trained to use the independent user type of the TB STARR application. Providers in the networks in Lagos and Kano are being user type of the TB STARR application. Providers in the networks in Lagos and Kano are being trained to use the network provider user type of the TB STARR application.

  1. Objectives and summary of tasks: 

The contractor is expected to gain a clear understanding of the strengths and limitations of the TB STARR app in order to develop a marketing vision with the program team. Marketing and promotional materials should include social media presence (WhatsApp, Facebook, Twitter, etc.), videos, flyers, and other materials. These materials should be based on interviews with actual users of the app. Finally, the contractor will support the Strategic Health Information (SHI) Specialist with communication. 

The consultant will be responsible for the following tasks:


  1. Identify the most promising motivators and common barriers to use of TB STARR and build an evidence-informed strategic campaign to increase awareness and use of TB STARR among key audiences across Nigeria. 
  2. Key Audience 1: Unregistered clinical providers. Develop a promotion campaign for clinical providers (network and independent) who are not yet using TB STARR. This promotional campaign should raise awareness, provide clear messaging on the purpose and utility of TB STARR app, and use motivational and behavioral techniques to convince providers to download, register, and use the app. This campaign should have a defined audience segmentation outreach approach and use appropriate channels to reach different types of unregistered providers. The success of this campaign with Key Audience 1 will be measured by the number of providers (PPMVs, labs, clinics, independent providers) that download and register for TB STARR after the launch of the campaign.
  3. Key Audience 2: Registered clinical providers. Develop a promotion campaign for registered 


TB STARR users who may not be actively using TB STARR. Promotion campaign should be tailored to different types of providers and reach them with appropriate channels. The success of this campaign with Key Audience 2 will be measured by the number of lapsed clinical providers who start actively screening patients.

  1. Key Audience 3: National TB Program and State TB Programs. Draft and distribute press releases, media announcements; Manage and act on all publicity opportunities such as community events, holidays, editorial calendars; Help plan, prepare for, and coordinate high level meetings between donors and government stakeholders. The success of this campaign with Key Audience 3 will be measured by the acceptance of the National and/or state programs to start using TB STARR.
  2. Timeframe and level of effort 

This consultancy work is expected to be from October 2020 – to March 2021 and the consultant is expected to work up to 10 days per month. There will be a six-week trial period for this position.

  1. Deliverables 
  1. The contractor is responsible for developing and executing a marketing campaign and materials that are designed to increase app downloads, registrations, and active use by all four cadres of providers (measured by screening) by 200% over the 6 month contract (submitted within two weeks)
  2. Monitoring plan for demonstrating impact of communication campaigns (submitted within three weeks)
  3. Bi-weekly reports on promotional activities including completed and planned activities with dates and goals
  4. A final report for the accomplishment of the aforementioned tasks
  1. Coordination

The consultant shall report to Habeeb Akande, the SHOPS Plus Strategic Health Information Manager. Copies of reports shall be sent to SHOPS Plus technical team for review and comment.

  1. Qualifications 
  • Bachelor’s (BA) degree in marketing, business administration or other relevant field with at least 3 years of experience in marketing, advertising, brand management, or sales
  • Ability to assess problems and develop solutions
  • Proficient using various social media platforms
  • Excellent organizational skills and oral and written communications skills in English
  1. Other requirements 

This position requires a hands-on approach. The consultant must be based in Lagos and be willing to travel to Kano and other states as needed. Because of the short timeframe, we expect the consultant to be based in Lagos for the duration of this consultancy.
