The Yobe State Government, through the Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project, invites eligible consulting firms to submit Expressions of Interest for an assignment to domesticate the National Policy on Gender in Education and support its implementation in Yobe State.
This World Bank–financed consultancy focuses on strengthening education systems, promoting gender equity, and improving state-level service delivery.

Scope
The assignment falls under System Strengthening Sub-Component (3.1) and includes policy domestication, implementation support, and technical assistance to advance inclusive, gender-responsive education governance.
Eligibility
Interested firms should demonstrate:
- Advanced expertise in education, social sciences, or development
- At least five years’ experience in gender-related policy or programming
- Strong knowledge of gender and education policy frameworks
- Capacity in policy research, analysis, and reporting
- Familiarity with local social and cultural contexts
- Fluency in English and Hausa
Joint ventures and sub-consultancies are permitted in line with World Bank procurement regulations.
