Applications are now open for the AVoHC Kofi Annan Scholars Program – Financial Specialist (Africa CDC) 2026. The programme is seeking experienced finance professionals from African Union Member States and the African Diaspora to join the African Volunteer Health Corps (AVoHC) roster and provide technical support to Ministries of Health, National Public Health Institutes (NPHIs), and other public health institutions across Africa.
The Kofi Annan Scholars Program is designed to strengthen Africa’s public health systems by deploying highly skilled professionals on time-bound assignments that build institutional capacity, improve governance, and support sustainable health system reforms. This is a volunteer assignment under the Africa CDC framework and not a permanent employment opportunity.
Key Responsibilities
Selected Financial Specialists will:
- Assess existing financial management systems, policies, and procedures;
- Develop and strengthen financial management manuals covering budgeting, accounting, auditing, and reporting;
- Improve internal controls, transparency, and financial accountability;
- Support financial risk management and donor compliance;
- Build the capacity of finance teams through training and mentoring;
- Advise institutional leadership on financial sustainability, resource mobilisation, and cost-recovery strategies.

Eligibility Criteria
Applicants must:
- Be citizens of an African Union Member State or belong to the African Diaspora;
- Hold a Master’s or Doctoral degree in Finance, Accounting, Business Administration, or a related field;
- Have strong knowledge of public financial management, budgeting, auditing, and donor compliance;
- Demonstrate experience developing financial policies, manuals, and strategic documents;
- Possess strong analytical, stakeholder engagement, and communication skills;
- Be proficient in at least one African Union working language (English, French, Arabic, Portuguese, Spanish, or Swahili). Knowledge of additional AU languages is an advantage.
