The development Research and Projects Centre (dRPC), in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Supporting Sustainable Social Protection, Participation and Economic Resilience in Northeast Nigeria (SEPIN SUSI) programme, is implementing a strategic initiative to strengthen private sector participation in community-driven development and economic recovery across Adamawa and Borno States. The project seeks to accelerate the transition from humanitarian assistance to sustainable, market-led development by identifying practical pathways for private investment, enterprise growth, and job creation in conflict-affected communities.
The initiative recognizes that lasting recovery for internally displaced persons (IDPs), returnees, women, youth, and vulnerable host communities depends not only on social protection interventions, but also on the development of vibrant local economies capable of generating livelihoods, investment, and resilient market opportunities. Through this project, dRPC is conducting a comprehensive analysis of the private sector landscape, market systems, and value chains in Adamawa and Borno States to identify opportunities for private sector-led implementation of community development priorities.
The project will map and profile businesses, cooperatives, producer organizations, financial institutions, business development service providers, and other market actors operating across key sectors, including agriculture, livestock, agribusiness, renewable energy, infrastructure, trade, information and communication technology, and service delivery. The assessment will identify enterprises with the capacity to partner with governments and communities in delivering sustainable development solutions while creating employment and economic opportunities for vulnerable populations.
A major focus of the assignment is the identification and analysis of priority value chains that demonstrate strong potential for inclusive growth, market competitiveness, and community impact. By examining constraints and opportunities across production, processing, storage, transportation, marketing, and service provision, the project will develop evidence-based recommendations to strengthen local market systems and improve economic participation among women, youth, host communities, returnees, and displaced populations.
The initiative will also develop a pipeline of investment opportunities linked directly to community development priorities, including public-private partnerships, community enterprise models, contract farming arrangements, service delivery partnerships, and blended financing mechanisms. These opportunities will provide government agencies, development partners, investors, and businesses with practical options for mobilizing resources, expanding market access, and improving community infrastructure and services.
Through extensive stakeholder consultations, policy engagement, and market analysis, dRPC will support the development of a multi-year implementation roadmap for strengthening private sector participation in local development planning and recovery efforts. The project aims to foster stronger collaboration between government, communities, and businesses while creating an enabling environment for investment, enterprise development, and sustainable livelihoods in Northeast Nigeria.
By generating actionable evidence and investment-ready solutions, the project will contribute to building more resilient local economies, increasing employment opportunities, strengthening value chains, and supporting durable solutions for populations affected by conflict and displacement. It reinforces dRPC’s commitment to promoting inclusive economic development, social resilience, and sustainable recovery through evidence-driven policy and programming.
