Overview
Qualified consultants or consulting organizations are invited to submit proposals to conduct a state-level supply chain assessment for Zinc and Low-Osmolarity Oral Rehydration Salts (Lo-ORS) managed under the Drug Revolving Fund (DRF) system in Kano and Sokoto States.
The assignment will assess governance, operations, financing, data systems, and last-mile delivery of these essential childhood diarrhea treatment commodities, with the goal of strengthening availability, sustainability, and system performance.
Purpose of the Assignment
The assessment will generate evidence-based, state-specific recommendations to improve the performance of DRF-managed supply chains for Zinc and Lo-ORS, reduce stock-outs, strengthen accountability, and support better child health outcomes in northern Nigeria.
Key Objectives
The consultancy will:
- Assess state-level governance, leadership, and coordination structures for Zinc and Lo-ORS supply chains
- Review supply chain operations including forecasting, procurement, storage, distribution, and last-mile delivery
- Analyze DRF financing, pricing, cost recovery, and fund sustainability
- Examine logistics data systems, reporting quality, and use of LMIS and HMIS/DHIS2
- Identify bottlenecks contributing to stock-outs and inefficiencies
- Develop actionable, state-specific recommendations for Kano and Sokoto States
Scope of Work
The assessment will cover:
- Relevant state institutions and agencies involved in health commodity management
- Selected Local Government Areas implementing DRF and Zinc–Lo-ORS interventions
- Public primary health care facilities participating in the DRF Central, zonal, and facility-level warehouses
- Zinc and Lo-ORS will serve as tracer commodities, while considering broader implications for essential medicines management.
Methodology
The assignment will use a mixed-methods approach, including:
- Desk review of policies, supply chain documents, DRF reports, and stock records
- Key informant interviews with state, LGA, and partner stakeholders
- Field visits to health facilities and warehouses across urban and rural settings
- Validation of findings through stakeholder review meetings in both states
Key Deliverables
- Inception Report with methodology, tools, and work plan
- State-specific assessment reports for Kano and Sokoto
- Consolidated summary report with cross-cutting findings
- Stakeholder validation workshop and presentation
Eligibility and Qualifications
Applicants should demonstrate:
- Proven experience in health systems strengthening or supply chain assessments
- Strong expertise in Drug Revolving Fund systems and pharmaceutical logistics
- Familiarity with LMIS, health financing, and governance frameworks
- Experience working with government and development partners in Nigeria
The Lead Consultant should have:
- A master’s degree or higher in Public Health, Health Economics, Pharmacy, Supply Chain Management, or related fields
- At least 10 years of relevant professional experience
- Strong analytical, reporting, and stakeholder engagement skills
