Opportunity Overview
GIZ Nigeria is seeking an experienced IT Advisor to support the ProCEM programme, a regional initiative working with ECOWAS to operationalise a climate-friendly electricity market in West Africa. The role contributes directly to strengthening energy data systems that enable cross-border electricity trade, renewable energy integration, and evidence-based decision-making across ECOWAS Member States and Mauritania.
Working within the Energy Information System component, the IT Advisor will support the delivery of a fully operational, reliable, and regularly updated regional energy information system, aligned with international standards and responsive to digital and gender considerations.
Key Responsibilities
- Reporting to the Head of the Energy Information System Component, the IT Advisor will:
- Assess existing IT equipment and software used by national ECOWAS energy teams and the ECOWAS Commission, and support procurement where required.
- Establish and manage regional and national digital platforms for energy information systems.
- Design, develop, and structure the database software environment.
- Maintain and regularly update the energy information system across all ECOWAS Member States and Mauritania.
- Deliver capacity-building sessions to enable national stakeholders to effectively use the system.
- Contribute to monitoring and evaluation activities, project reporting, and technical documentation.
- Support project missions, meetings, study tours, and related technical activities.
Required Qualifications and Experience
Academic Qualification
University degree in Computer Science, Software Engineering, Computer Engineering, Data Science, or a related field.
Professional Experience and Skills
- Minimum of 8 years’ experience in computer networks and internet design.
- At least 5 years’ experience working with energy information systems.
- At least 5 years’ experience supporting ECOWAS institutions.
- Proven experience working with public and private institutions across ECOWAS Member States.
- Demonstrated collaboration with energy statistics institutions such as ECREEE, AFREC, IRENA, and IEA.
- Strong command of IT tools, including E-sankey and sankey.csaladen, MySQL, HTML, XML, Microsoft Office tools, and MS Teams.
- Fluency in French at C2 level is mandatory, with strong professional proficiency in English at C1 level.
