Policy & Strategic Advisor / Consultant – ADEA ACSL-LIT

About the Position

ADEA (Association for the Development of Education in Africa) is seeking a Policy & Strategic Advisor / Consultant for its ACSL-LIT program. In this role, you will provide expert guidance to strengthen policy frameworks, develop strategic plans, and ensure the alignment of programmatic initiatives with continental education and literacy goals. The consultant will work closely with senior leadership to shape directions in literacy, teacher training, and educational innovation across member countries.

Key Responsibilities

  • Advise on policy development, reforms, and implementation in literacy and education across ADEA member states.
  • Support strategic planning and program design for ACSL-LIT projects.
  • Conduct research, analysis, and monitoring to inform policy advocacy and decision-making.
  • Provide technical assistance to country offices and partners to roll out best practices.
  • Engage with stakeholders including governments, NGOs, and donor agencies to align strategies and secure buy-in.
  • Produce high-quality reports, briefs, and recommendations to guide program direction.

Qualifications & Competencies

  • Advanced degree (Master’s or higher) in Education Policy, Public Policy, Literacy, International Development, or related field.
  • Significant experience (e.g., 5-10 years) in policy advisory, strategic planning, or program leadership in literacy or education.
  • Strong understanding of continental African education policy contexts, including relevant literacy/teacher training initiatives.
  • Excellent research and analytical skills; experience with policy research and evidence-based recommendations.
  • Strong writing and communication skills; ability to produce clear policy briefs.
  • Ability to engage and collaborate with a wide range of stakeholders.

Contract Details

Duration: Consultant engagement for 1 year, renewal following a performance evaluation as per HR rules of the African Development Bank

Location: Abidjan, Côte d’Ivoire, with travel across Africa

Reporting line: Reports to RADEA Executive Secretary/Senior Management

Expected deliverables: Strategic plan document; policy analysis briefs; stakeholder workshops; monitoring & evaluation framework, etc.
