Following the dRPC’s Project support to CSOs to implement the National Policy on Safety, Security and Violence Free Schools in 23 states in Nigeria, a key learning on the need to monitor the implementation of the policy prompted the dRPC to submit a memo to the Education Policy decision making bodies; Joint Consultative Committee on Education (JCCE) with the aim of improving the administrative and regulatory systems to prevent and respond to attacks on girls within the secondary school education system in Nigeria.
The dRPC in collaboration with the Kano State Ministry of Education received approval from the National Council on Education (NCE) on the memo titled “The Need To Develop, Monitoring And Evaluation Framework In Line With The New National Policy On Monitoring And Evaluation, For Monitoring And Evaluation of Implementation of Education Policy To Address Challenges of Policy Implementation including Safe Schools Policy” during the 67th meeting held at Airport Hotel, Ikeja, Lagos State from 11th to 15th December, 2023. https://drpcngr.org/national-council-on-education-dprcs-memo-on-me-approved/
The memo was first submitted at the JCCE Reference meeting held at Makurdi, Benue State from 8th to 12th May 2023 and was merged and reviewed at the 82nd plenary meeting of the JCCE held at Umuahia, Abia State, from the 4th to 7th September, 2023 where it was further merged with another memo from Lagos State Ministry of Education and renamed “ Memorandum From Kano And Lagos States On Strengthening and Monitoring Mechanism of Inclusive Education Policy Implementation For Achievement of Education 2030 Agenda’.
This approval was granted at the Ministerial Session of the 2023 NCE meeting preceded by a two-day Officials’ Session under the Chairmanship of the Permanent Secretary, Federal Ministry of Education, Mr. Andrew, David Adejo, OON, FFAN, and captured in the communique of the council as a recommendation to “States, The FCT and Other Stakeholder To Develop Monitoring and Evaluation Framework To Monitor The Implementation of The Roadmap For The Nigerian Education Sector (2024 – 2027)” . The dRPC in advancement of its work with the Ministries in education policy making has over the years collaborated with the Kano State Ministry of Education to participate as a delegate at the Joint Committee Council on Education (JCCE) and National Council on Education (NCE) meetings. Through this collaboration, memos have been submitted on varying education issues including school safety and teachers training.
